Hello,
The stable version of Grisbi is the one available from https://en.grisbi.org/ in
the Download section (upper right corner). It is version 1.2.2.
We do not have a version 1.3.0
Version 1.9.x is the unstable version. it correspond to the "master" git branch.
We also have a changelog but the file is called NEWS.

What is really needed is contributors, in particular for Windows.
