Hi,
The folder C is in the meantime oboslete, en should be eneough.
I've added en because of following reasons:
a) C is no real language
b) IMHO is en the best choice for default help
c) One part of the string for the help-patch has to be translated. It is 
for a translator easier to recognise that he has to translate 'en' to his 
language instead of '_C'.
