Summary:                    don't allow new payee creation not working
Description: 
in Edit/Preferences/Transaction form/Completion
Don't allow new payee creation is checked

my assumption/understanding of this option is that new payee is not allowed when
doing data entry in the transaction form
and new payee can only be created in the Payees section.

is this assumption correct?

if it is, this option is not working since new payee are accepted in the data
entry transaction form.

btw, same problem in the 1.x version.
