Summary:                    "Forcer l'enregistrement" option is not managed as
it should
Description: 
When Grisbi crashes (see other bug report), the file may be still open.
At next try to open it, a warning is displayed, about the possibility to wave
the fila: see Edit / Preferences / Force writing of locked files option.
but, see belox in "Steps to reproduce", the option can be disabled without
action of user, nor any reason.

Steps to Reproduce: 
I faced the situation, went in the Preferences to activated to the option.
I did but instead of saving the file, I closed Grisbi.
At reopening file, I got again the message (normal situation) and went again in
Preferences where I found the tick on the option: I was supposed to save the
file, wasn't?
In fact It was not possible to do so!
Back in preferences, I identified that option was disabled.....

Please check the conditions you disable this option.
