Summary:                    Balance display bug in TZS
Description: 
I am using Tanzanian shillings as the currency. When the balance in the bank
goes above 21,474,836 the balance is displayed as --21,474,836.-48 and stays
like that if more deposits are made. However if I withdraw money and the balance
goes below that amount it is displayed correctly. Furthermore when I made the
balance go to 21,474,837 and then tried withdrawing 0.99 or 1 shilling I got an
error saying that the balance had went below the minimum level (even though I
had not set one).

Steps to Reproduce: 
Make an account in TZS and make a 21,474,837 deposit.
